Procurement: how we bid
EmpowerAll Alliance bids on government contracts for workforce equity, training, and organizational consulting. Our SAM.gov registration (UEI and CAGE code) is in progress; once issued, both identifiers will be posted on our Consulting Services page.
Step 1
We find the opportunity
We monitor SAM.gov and agency postings for solicitations that match our services and NAICS codes (541611, 541612, 541618, 611430).
Step 2
We confirm fit and eligibility
Before responding, we verify the scope matches our capabilities and that we meet the solicitation's registration and set-aside requirements.
Step 3
We prepare the response
Using our bid response template, we assemble a cover letter, scope and approach, CVs for proposed personnel, and a detailed budget.
Step 4
We submit through the official channel
Responses go through the portal or email address named in the solicitation — never through third parties — always before the stated deadline.
Step 5
We follow up
We confirm receipt, answer clarifying questions from the contracting office, and track award decisions.
