Marie Butler

Founder & CEO of EmpowerAll Alliance

Marie Butler is an employee relations and labor relations program manager with more than 15 years of experience creating, developing and scaling enterprise-wide employee and labor relations programs — playbooks, governance frameworks and standardized processes — across multi-state public-sector, nonprofit, healthcare, engineering and infrastructure environments.

Her career combines civil rights, ADA/EEO and protected activity expertise with large-scale program management. At the State of Illinois, she led regional civil rights investigations and ADA/EEO compliance, managed workers’ compensation risk for the state’s largest region, and oversaw multimillion-dollar rail and transit capital projects. She later supported statewide governance of capital program workflows behind more than $1 billion in infrastructure projects at the Illinois Capital Development Board.

Known for converting complex regulatory requirements into clear, defensible, repeatable systems, Marie has built the process maps, decision tools and dashboards that strengthen compliance, reduce risk and cut manual reporting effort in half. She has directed operations for a healthcare nonprofit serving thousands of people each year and leads a consulting practice designing employee and labor relations programs adopted across departments. She has also served as a Human Resources Business Partner consultant for an IT logistics firm, supporting HR needs across multiple office locations.

In 2024, she founded EmpowerAll Alliance, focused on employee rights, workplace equity and compliance education. As Founder & CEO, she applies her civil rights, ADA/EEO and protected activity experience to strengthen documentation, audit readiness and fair treatment in the workplace. The alliance's educational tools, consultation services and resources are free to all employees affected in the workplace.

Her professional affiliations include serving as an AFSCME Council 31 steward, a Delegate for the AFL-CIO Central Illinois Labor & Council Commission, and a Compliance Liaison Officer.

Completed Business Administration studies at Andrews University as part of the Bachelor of Business Administration program and is pursuing further education in employment law.
